Wildlife enforcement has long been measured in seizures — tonnes of ivory, kilograms of rhino horn, animals recovered. Those wins are real, but they leave the financial machinery of trafficking in place. When one corridor is shut down, the networks move to another. Sustained pressure in one country pushes the trade across the border, not out of business.
Follow-the-money enforcement has proven more durable everywhere it has been applied, in drug trafficking, in terrorism financing, in sanctions evasion. Dismantle the financial network and the crime stops paying. The risk and cost of taking part rise at every level, until the organization stops operating rather than simply rerouting a shipment.
What Project Pangolin is
