TRM Labs Deepens APAC Focus With the Appointment of Former Australian Border Force Commissioner, Michael Outram, as Strategic Advisor

Canberra, Australia — November 25, 2025 — TRM Labs, the global leader in blockchain intelligence, today announced the appointment of Michael Outram APM, former Commissioner of the Australian Border Force (ABF) and Comptroller-General of Customs, as Strategic Advisor for the Asia-Pacific (APAC) region. The appointment marks a major step in TRM’s commitment to expanding partnerships that safeguard the integrity of global trade and financial systems.

With more than four decades of service in policing, national security, and border management, Outram brings deep expertise in countering transnational threats and building trusted partnerships between government and industry. 

At the ABF, he improved intelligence-driven operations, strengthened international cooperation, and integrated advanced technology into border management. And as chair of the APAC region for the World Customs Organization, Outram led global collaboration against illicit trade and trade-based money laundering through innovative data-sharing partnerships between governments and industry.

In his role at TRM, Outram will advise executive leadership on strengthening partnerships with government agencies, law enforcement, and industry across APAC, reinforcing TRM’s growing commitment to the region as a critical hub in the global fight against illicit finance.

During his seven years leading the ABF, Outram commanded a workforce of 5,500 law enforcement officers responsible for safeguarding 37,000 kilometers of coastline, 10 million square kilometers of maritime territory, and nearly one trillion Australian dollars in two-way trade each year, while overseeing international traveller processing and migration enforcement.

Before the ABF, he served as Assistant Commissioner of the Australian Federal Police, overseeing national protective operations, major event security — including the 2014 Brisbane G20 Summit — and international deployments such as the investigation into the downing of Malaysia Airlines Flight 17. Outram began his law enforcement career with the Metropolitan Police in London before moving to Australia in 2002, and was awarded the Australian Police Medal in 2014 for distinguished service.

Outram joins TRM at a time of accelerating demand for intelligence enhancement solutions that empower governments and the private sector to detect, investigate, and prevent crypto-enabled crime across borders.
